Bill Waggoner, President of WTW, and graduated with a BS degree in geology from Oklahoma University at Norman in 1955 He began his career in the petroleum business …..
In the following years after gaining early geological experience with Amerada Petroleum Corp., and Champlin Oil & Refining Company, he worked in a wide range of professional environments and consequently developed skills related to exploration, drilling, production, and associated business practices. While working in an industry subject to wild economic fluctuations he was able to acquire drilling rigs and provide drilling services in addition to being involved in exploration, drilling and development for clients, for other oil companies and for himself. In 1988 he started WTW, and consolidated most of his business interests. During the next ten years he became increasingly interested in the possibilities of finding reserves from lower Precambrian rocks and the news of such production in Southeastern Siberia further refined that interest. In 1998 he directed the Company to place a greater emphasis on matters related to the Precambrian Anomaly.

Because of Mr. Waggoner’s historic avoidance of the media, one might assume that his career could be difficult to track. But he has left a trail far more reliable than anything that would be covered by the press. He has held State Operators licenses, at various times, in Mississippi, Oklahoma, Texas, and Kansas. Additionally, over the years he has submitted  Applications for Well Permits, Log Submissions, Completion Reports, Applications for Re-Entry and a myriad of other official documents to different state and federal agencies.

Ronald R. Decker is an attorney-at-law, practicing oil and gas law in Denver, Colorado. He is outside General Counsel for W.T.W. Oil Co.Inc. He began his career in the petroleum industry with Phillips Petroleum Company in San Francisco, California in 1972. He was placed on loan to the Phillips Petroleum Company International Division and spent time in England in connection with the drilling and production in the North Sea. Later, while employed with National Co-operative Refinery Association in Denver, he was actively involved in production, marketing and transportation difficulties of partnership reserves in Nigeria. Thereafter, while representing a Denver based client Mr. Decker, along with other industry professionals, made trips to the Former Soviet Union, and the team successfully negotiated and signed a Joint Venture Agreement covering reserves east of the Ural Mountains and near the Polar Circle. For the past ten years Mr. Decker has spent nearly all of his time working on due diligence projects with domestic and international clients.

Corporate Governance requires continuing oversight and control of corporate activities. Management can only devote a limited amount of time to such matters and WTW has developed a plan of business conduct that has been very successful in the management of diverse corporate activities. Years before it was the popular thing to do, Mr. Waggoner identified certain individuals, professionals and companies that could be called upon to spearhead projects taken on by WTW. While working together, over a period of time, the providers of these services and skills came to rely on one-another; and, a strong sense of “Corporate Family” emerged. Consequently, Mr. Waggoner, the only full time employee of the Company, oversees Corporate Governance. It is his duty to assure all of the members of the Corporate Family that their services and skills are appreciated and fully rewarded. This is the reason that WTW has no long list of Corporate Executives and Officers to flaunt.

Proper Corporate Governance requires an ultimate commitment to professional business conduct and recognition of the contribution of others. Great effort has been taken to protect and preserve the labor and investment of all those associated with the Precambrian Anomaly Project. Although the W.T.W. Operating, LLC # 1 Wilson Well was a dry hole, the value of the information derived from that effort cannot be overestimated. In simple terms, it taught us where in the world we should probably be looking to drill our next test for the Anomaly. The Company has already initiated a significant effort to acquire an oil & gas leasehold position that can support the drilling of the second test well.
